    Understanding DBA

    De DBA werd opgericht in 1941 om werknemers op militaire bases buiten de Verenigde Staten te dekken. De wet werd gewijzigd om ook overheidsopdrachten voor de bouw van niet-militaire projecten zoals dammen, scholen, havens en wegen in het buitenland onder te brengen. Een verdere wijziging voegde een breed scala aan ondernemingen toe die zich bezighouden met de nationale veiligheid van de Verenigde Staten en hun bondgenoten. Tegenwoordig vereist vrijwel elk contract met een agentschap van de Amerikaanse overheid voor werkzaamheden buiten de VS, al dan niet van militaire aard, waarschijnlijk dekking onder de Defense Base Act.
